HI, I would like to know the reason that sawtooth wave from OSC is connected to non-inverting input of internal CS comperator.

This is for slope compensation. This is explained in the datasheet at the bottom of page 8.
A current ramp is generated by the osc sawtooth, and this current ramp is injected into the CS pin. Depending on the user-chosen value of the external resistor in series with the CS pin, the size of the slope compensation voltage ramp can be adjusted.
Slope compensation is required by current mode controllers for stability against sub-harmonic oscillation when the duty cycle is above 50%.
