MC34063A is not well suited for this application. It does not have a under voltage lock out and low start up current, like UC384X series of devices.
With no transformer it will be difficult a get a run voltage supply for the regulator.

can you do it with two stage. We have UCC28880 that can support up to 150mA. You can do a 15V output followed by a 15V to 3.3V DC/DC

Could you please provide more information about how exactly you are trying to step the 230VAC down to 3.3VDC?
