Discharge Pin problem ; Bq20z95

1. I have seen that voltage at DSG pin of bq20z95 is not sufficient even when BqEasy shows DSG fet on.
2. Using 3S1P configuration. Total cell voltage around 12.6V. However voltage across Dsg Pin1 of bq20z95 , its around 10.8V.
3. Referring to datasheet SLUS757C Page 15, I have also removed resistor R20 to check if anything is loading the pin. But still the same voltage.
4. BqEasy also shows CHG fet on, and voltage across CHG pin of Bq20z95 is around 22V.
5. I had used Bq20z95 extensively in previous products, never had such problem.
Also sold same PCB earlier, never had such issues.

    The DSG pin should be about 10V above the Pack pin voltage. You could apply voltage to the Pack pin and see if the DSG pin follows it higher. Maybe something is holding the Pack voltage low. Otherwise, I would think that the bq20z95 is broken. You could also monitor the DSG pin and turn the DSG FET off with the bqEVSW program and see if the DSG pin voltage drops.
