Will the BQ24780S and BQ40Z60 be compatible in a Fuel-Gauge/Battery Charging Circuit?

We are very new to designing a charging system using IC's and we are wondering what steps to take in order to achieve our goal. The end goal is a charging module that can charge, monitor, and display battery capacity with 2-4 cells, with the ability to supply operating power during charge (Power Path)

We only need to develop one module, and are unsure of how to begin. Would the respective Evaluation Modules be necessary if we wanted to test our designs, or is there a better, more general alternative? At this time, we are mostly confused about how to choose external components and how to choose a platform that will allow us to interface these components. Is a Breadboard a viable "platform" or do we need more specialized tools?

We are students, apologies if these questions are not clear.
