TPS62090 power good low when not enabled?

A question came up about a specific operation of a TI switcher IC.   We are looking at the TPS62090 to use its power good (PG) output to sequence another power supply.   The question was does PG actively pull low while the TPS62090 is not enabled.   The PG description “Power good open drain output. This pin is high impedance if the output voltage is within regulation. This pin is pulled low if PG 4 O the output is below its nominal value” certainly makes you believe it will since the output voltage will not be in regulation, but since the part is not enabled it does bring the question if the open drain MOSFET shown in the block diagram will be actively on.
