If you are planning on using 0-10 volt dimming I would look at PMP6023 as your other post talks about.  The PMP6023 does not have a set frequency, it varies depending on dimming level and input voltage.  The intent of the TPS92210 is to keep the fundamental switching frequency below 150 KHz, this is where the EMI conducted band starts.

The datasheet explains both the Constant On Time control (COT) and peak current control.
