LM5175 Battery Charging

I'm using the LM5175EVM-HP dev board and I'm running into some strange problems.

The LM5175EVM-HP development board has been configured for an output voltage of 25.2V. The output capacitors have been changed accordingly. My intent of using this converter is for charging a Li-ion battery composed of Panasonic 18650 batteries. When the output of the converter is connected to a resistive load, the converter works as expected.
A problem that I'm having is when I connect a discharged battery to the output of the converter. When our fully charged 25.2V battery gets discharged down to around 24.6V, the DC power supply source flickers between CC/CV with the input of the converter at ~ 15V and .2A . This is in contrast to when the battery voltage is around 25V and the battery charges perfectly as expected. The converter input is from a DC power supply set to 15V with a current limit at 3A.
Mode is set to CCM with hiccup mode off
EN/UVLO is tied to the resistor divider network and comes on at around 6V
Frequency dithering is disabled. 
My specific questions are:
1. Will this setup charge a battery with a voltage ranging from 16Vmin to 25.2Vmax? (I understand we need to limit the current)
2. The set voltage out of the converter is 25.2V In the datasheet, it states PGOOD is enabled when within 10% of the output voltage. Would that mean trying to charge a 16V battery cause PGOOD to get pulled to ground and cause the converter to shutoff?
