BQ40Z60 Over Charge (OC) condition after RSOC reaches 100%

I'm at a loss,  I keep getting OC flag before TC.  I suspect the reason is the Full Charge Capacity is too low (4777mA) for a 2S2P configuration of TENERGY ICR18650-2600mA cells.  Any help would be greatly app7-23-2015_evm_charge.xlstenergy18650_2s2p.gg.xlseciated.  I've included the last charge log and gg file
