PC-Controlled Li+ Charger/Discharger

I am looking for a device which can charge and discharge a single Li-Ion battery with a current value calculated in my algorithm running in .NET.

I've spent hours to find such a device and unfortunately I am not able to find a proper one...Most of programmable chargers can only charge the battery and in my project I must be able to discharge a battery as well. So the program will calculate the power (or C-rate) and considering the current voltage, charge or discharge current will be defined. This current value (which can be either positive or negative) will be sent to the charger, which should charge or discharge the battery accordingly. My battery can be charged with max 4A.

Is there anybody who knows which device would be the proper one or if there is an easy way to re-built an existing device for this purpose?
