The MAX output is only 16V at 24V input voltage, so there is 8V drop between input voltage and output voltage, is it the MIN voltage drop? If not, can I increase the MAX output voltage? If so, how much and how to do? Thanks.

The 16V maximum output rating stated on the user's guide is somewhat arbitrary and came from a 5 LED stack used for testing, the maximum input voltage of 24V is also somewhat arbitrary and specified because it is a widely used input voltage. Both could be higher if desired. The output voltage is limited to 25V due to the output capacitor rating. In general, to avoid the device trying to go into 100% duty cycle mode, you want to run at a maximum of around 90% duty cycle. For 24V input this gives you a maximum output of 21.6V. If you need to PWM dim to very low duty cycles (maybe 3% or less) it is recommended to have at least 4V or more of headroom between Vin and Vout to avoid issues.
