BQ24253 - Why does SDP and Good Battery enter Hi-Z?

According to Fig 19 and Table 3 on Pg 24 in the BQ2425x datasheet (Rev. Aug 2015), when the charger detects SDP and good battery, it enters Hi-Z mode which to my understanding shuts off all charging current.  Why doesn't it limit the charging current to 500mA, instead of cutting it off completely?  Suppose I plug the cable into a standard 2.0 USB port like the ones commonly found on laptops/desktops, will it not charge?

Someone also asked this same question and got this response:

Regarding 2, I understood from the systems engineer (no no longer with the group) that Fig 19 was compliant with an early (draft?) version of BC1.2 spec.

So is this a mistake?
