Li-ion charger, fuel gauge, and protection advice

Hello all,

I am a novice at battery charging, and I can not decide what would be the best options for what I am looking for.

I  would like to have a way to charge, protect, and monitor 2 or 3 series 18650 cells, but be able to charge them from a USB jack (not from a computer). I came up with a simple circuit that disconnects the cells from each other. With the circuit engaged, the cells are no longer in series, and all the negative poles are hooked to ground. Leaving the positive poles open so a charging circuit can charge each battery individuality or in parallel. I have tested the circuit, and it works like it should. 

I would like to find a charger or chargers, for each battery, a way to protect the batteries from over and under charge, and a way to find out how much battery power I have left. I know this might sound strange, but I dont know what options I have. That is why I am asking for help. 

Does anyone have any ideas, advice, or options that could give me a way to charge, monitor, and protect 2 or 3 cells in series?
