Can we use MPPT charge controller (BQ24650RVAT - Texas instruments) to charge 12V SLA by taking 8V as input?

We have 8V/600mA output from Solar Panel. Using that we have to charge 12V SLA Battery.  Is MPPT charge controller (bq24650-TI) IC will provide sufficient boost to charge the battery?i.e. Solar Panel->MPPT(BQ24650)->12V SLA Battery.
