How can them be recovered? Even the temp is back to normal 25 Deg C, its status still shows HT and IN red color.

I have another questions: why does the charging current is around 13 mA rather than defaulted 2A? There are no cell thermisters (only using IC's internal temp sensor). Temp Enable = 0x01, Temp Mode =0x00, DA = 0x16.

The charging algorithm is in the Maintenance mode. Try increasing the Maintenance current and see if the current increases.
