As outputs, these pins require external pull-ups. Therefor Voh could be considered the result of releasing the comm line to the pull-up voltage. Voh will be the nominal voltage on your i2c bus, influenced by the particular pull-ups selected and the other devices on the bus.

If I'm understanding the question correctly, I would imagine Voh could be considered ~3.3V for an i2c port, or actually a little lower depending on the pull-up resistors and any other loads on your i2c bus.
If this doesn't quite answer your question, could you let me know what your primary concern is for defining Voh for these pins?
