EV2300 I2C Vout turn on

I can talk to a bq34z100 using the EV2300 with no problem as long as the I2C lines are pulled up from the battery. I am trying to program the device using pullups from the Vout line on the EV2300, but they are not going high. The schematic shows a mosfet connected to pin M_RA4 which can turn on the Vout. What command do I send to Battery Management Studio ( bqStudio ) to turn on the Vout?

We do not have a command to enable VOUT to support the pull-ups on the EV2300. The EV2400 has pull-ups on the I2C signals.

You can take the EV2300 apart and add pull-ups at the connector.

I did add pull ups to vout, but vout is low so that didn't help. I attached the pullups to VCC instead, and at least I have the I2C lines toggling. But I have other problems because the chip is not ACKing back. I think 3.3 should be high enough. I was going to force the mosfet on as an alternative, but I figured if there is a line from the micro over to it there might be a command to toggle it.
