There is "VDELTA" min 400mV on datasheet P.7.
What is the "VDELTA"?

Does this mean VIN(DC) voltage become 400mV lower than programmed VBAT_OV threshold when boost charger is on without MPPT VOC sampling?

This prameter only means at higher limit, When VIN_DC is at 5100mV, the VBAT_OV needs to be set at lease to 5.5V for the IC to operate correctly. VIN_DC is determined by the open circuit voltage of the energy harvesting source and the MPP setting the user has set to.

Thank you for your answer.
For example, we have to set VBAT_OV at least to 4V when VOC=4.5V and MPPT setting is 80%. Is my understanding right?

Correct. When VIN_DC is higher than VBAT_OV, the boost charger will not boost.
