TPS65217 is not working，just LDO1 have 1.8v

I designed a board of AM3354 , step one :I want to test whether the TPS65217 power supply is normal ,I just welded the tps65217 and CPU is not welded, LDO1 of the TPS65217 has a normal 1.8V voltage output, but I pull the EN pin to high(1.8v) of TPS65217, the other LDO no voltage output, anybody can tell me why?

Is LDO1 outputting 1.8V constantly, or is it dropping after 5 seconds? What input are you powering from (AC, USB, or BATT)? The PWR_EN should be pulled up to 3.3V and should be connected to the PMIC_PWR_EN on the AM3354. Please see the following documentation to ensure you have the proper connections:
