TL494 PWM duty cycle using error amplifier

I am using a TL494 to generate PWM for a flyback converter. I want a variable duty cycle between 10-90% using error amplifier. I tried the configuration in the datasheet with the DTC grounded but this only gives me a PWM varying above or below 50% depending on Pin 13. What pin configuration would allow me a PWM across the whole range?
