TPS5450 POWER SUPPLY FOR 3.3V

Hello,

I have designed a power supply circuit using TPS5450 for 3.3V.

The schematic is attached. I have not connected the 390uF capacitor. When i tested my PCB for the first time it was showing the 3.3V. But when I test it for the second time it is showing 0.36V. I am not getting the problem with this. Please help me out.
