LMZ31707 - no output

hi, i have added the LMZ31707 to my design. however after production one of the mounted boards  fails to output the wanted voltage the others do work properly. i'm expecting 1V at output but as you can see on attached picture. the output rises to 500mV and falls down to Zero. i've checked and the device is not in hiccup mode. it rises once and shuts down.

i've added my schematic design of the device. and scope measurements.

i've checked the syncout pin and i see a clock signal of 254KHz.

i assume my input is fine as in pic below.

please advise me where could be the mistake/failure.

is the specific Ti comp damaged for i do get good results in other similar board.
