I want to use the LM2576-15 to take a +15V to -15V using the inverting regulator configuration. My question comes from the fact that Figure 21 (Max input voltage vs Max output current) doesn't have +15 volts on the y-axis. Can the LM2576-15 use +15 and output -15?

Do you mean Figure 26? Yes, the graph shows Maximum Input Voltage.

Yes Figure 26 for the schematic, Figure 21 for the graph I was referring to help pick out inductors.
The App note you recommended is for a different part correct? does that mean that the LM2576 can't be used with +15V to get -15V?

Yes, You can use LM2576 as a +15 to -15V regulator. Yes, the App note is for a different part, but the principle of operation is the same and the same design guidelines apply.
