TPS43000 Boost Converter Unwanted Hiccup Mode

I have a design using TPS43000 to create 15V output boost converter from two series li-Ion batteries in series. The output can supply up to about 10 amps for short periods. The circuit works well most of the time, but one unit is going into hiccup mode (I think) under rather low load conditions like about 1.5A. The hiccup mode is not present under no load condition. This condition creates an output of 7.2 volts with soft start ramps up to 15V every 1.6 mSec. I can't find why this is happening. Anyone give me a clue?
