LM2594 whether can do Vin=12 Vout= -12V

For 12V input to -12V output, you need an IC with VIN rating >24V. The LM2594 should be able to do it. Note that with the inverting configuration, it cannot supply the same amount of load current as when it is configed as a buck converter. For 12V to -12V, ideally it can supply 250mA. Given the losses etc., I'd say it is safe to supply upto 200mA load current.

Also, look at the LM2594, 95, 98 data sheets for an example of an inverting regulator. You may be able to use this as a starting point.
