I just look the BQ24710 datasheet , I want to know this application Stand-alone synchronous switch-mode, battery-charge controller, LED state indicate, Dont need to communicat with SYS by some bus protocol, how to know the charge state low voltage and full voltage by user, I am confuse , pls explaine many thanks,

Are you sure that you posted the correct part number? If you search the TI site there is no bq24710 part number.

bq24740 is host controller synchronous switch mode battery charger.

For stand-alone chargers, most of the time charge current and current limit are set by external resistors, termination current percentage can be fixed internally or set by external resistor. Open drain digital status outputs can indicate charging, charge done or fault condition. Please refer to bq24610 for more details.
