TPS5401 Overheating Problems

My chip is overheating when the output current is high. My chip is designed to output 3.3 volts. Since I want to verify 500 mA on the output I put a 10 ohm resistor on the ouptut. By Ohm's Law. I = 3.3/10 = .330 mA. This is over 100mA less then what the chip can output. 

Does anyone know why the chip is overheating or how I can actually test a 500mA of current?
