BQ40Z50 - 2S2P Battery Pack Wiring

I have a question on 2S2P battery pack wiring (see attached PDF).

If I want to use a balance charger, can the battery pack be wired as in option #1. I've seen packs setup as option 2 but I don't see how the pack can be accurately balanced.

What type of wiring, host-managed charging/balancing/gas gauge monitoring do you recommend?

Further information from the customer:

"A battery pack manufacturer claims that the BQ40Z50-R1 can properly balance a 2s2p pack in configuration #2. Is this possible?

If the pack is wired in configuration #1, I think the BQ40Z50 will work. Not so sure about configuration #2."

The recommended approach for our devices is wiring diagram #1. Our devices treat each parallel group of cells as 1 series cell from a balancing perspective. #2 would only work correctly if the two center wires were connected to the same VC1 pin of the IC, which in essence would make it the same as #1, except for the additional connectivity impedance that could influence the level of balancing current.
