How can know that the BQ7693003DBT is damaged or it is not working (test, procedures...)
That depends on your context.
Does it boot?
Is the REGOUT voltage correct?
Does it ACK its address?
Do register reads and writes work?
Does it return the proper voltage and current values?
Do faults trip at the proper thresholds?
Do faults clear?
When the part is in a system with everything stable you may wonder if the MCU is returning fresh values or static. The bq769x0 does not have a self test feature. One way to check if the part is dormant is to write some non-critical bit, then read it back. To see a monitored value change you might change from internal to external temperature measurement. Normally you should see a difference in the output value, but since the measurement is infrequent you will need to wait for an update. Be certain to consider the effect on your temperature measurement algorithm.
V regout initially is 0 and V cap1=0V when i boot the BQ with 1.99 V, Vreg is 0.5V and V cap1 is approximatly 3.3 V and sometimes th BQ starts heating up. i tested all the pins and there is no short circuits
