TPS61042 Constant Current LED Driver - current sense resistor not being driven to target?

Greetings. I am using the TPS61042 to drive a two parallel strings of LEDs (LCD backlight) to approximately 26V with a defined 38mA drive. I selected Rsense appropriately (6.49ohms). The circuit design is otherwise the same as the reference design. I am not seeing the voltage across Rsense rise to the 252mV, instead it is only rising to 170mV. The output voltage is only 23V, and I'm assuming the current is proportionally less. Output ripple isn't significant, I am not PWM'ing the input, what else should I be investigating? Any quick feedback would be greatly appreciated, this is a significant LCD viewability performance loss.
