TPS5430 can't cold boot in low temperature

Hi

I have a problem with TPS5430 , it does't cold booted at cold temperature (-30 C) upon connection the 12V input voltage,

Scematics attached

I saw a similar issue ( cold boot at -40) in this forum, not sure what was the resolution there
