If AC & USB & BAT = 3.0V, is it permitted to assert CE high? Are there protection structures which will clamp?

CE is a digital input. As far as it is not exceed the max rating, you can insert CE high at any time to enable the IC. However, the bq24032A will be in sleep mode if AC and USB is not higher than battery voltage.
