1st:according to your datasheet of TPS63001_datasheet.pdf,i build a circuit as follows: but the output of vout is only 0.5v,the 0.5v is only the voltage of FB pin
2nd:according to your datasheet, i build a adjuest output circuit as follows:when the input voltage to vin,vina,ps/sync/en is 3.6-4.0,the output voltage is only 2.9v
