TPS2421 and TPS2420 failure with short circuit

We have been working with a couple of different design with the TPS2421-2 and the TPS2420. For both designs we discovered through the testing phase that at input voltages <6V both devices would some times fail to do short circuit protection and simply allows the short to continue. We bought an TPS2420 eval board and discovered the same issue on that.

All boards set to 2A limit. When shorting the output, the circuit should either latch off or retry depending on configuration and this works some times but the lower the input voltage is, the more often it simple does not latch off but instead allows the short to continue. When input voltage is below 5V it happens at least every second time.

Input voltage is supplied by a Hameg bench power supply (current limit 5A)

We suspect that it is because the input voltage has time to drop before the TPS can latch-off, but from our understanding from the datasheet this should bring it into UVLO and the output voltage should switch off.  In other words: What have we misunderstood or done wrong ?
