Universal input : AC85-265Vin
Output : 5V/1.5A
topology : Buck

Check out the following reference design. It is cited as a fly-buck, but it's really a buck with an extra winding to bias the controller, which is pretty much what you will need.

You don't need the optocoupler circuitry shown. You can feed the output voltage directly back to the FB pin as shown in these reference designs below.

A request of our customer is BUCK converter, they don't want to use a transformer.
For example, can we correspond to this request in PMP10833?
When regarding the maximum of the AC input is 265V, output of 5V is 1.3% pluse width.
Can this be controlled by UCC28C42D?
