TPS54531 : A rise of output will be like stairs.

Most likely your COMP pin has railed out prior to start of SS. It could also be residual voltage on SS pin. Can you check those?

Please check the output capacitor and the softstart time. It seems the device trigger the OCP during the startup..

Yes if you have residual voltage on SS you will see that. You can use a high value resistor to discharge it.
