I want to use two of these devices in parallel battery packs. Can I change the Address one of the devices?

If not, How hard is it to compile a new firmware with that very simple change?

The SMBus address is fixed at 16 in this gauge. You can use the bq40z50-R1 and change the address to some other value.

My battery pack is in a 4S configuration; I really need an integrated heater patch with programmable ranges as the BQ34Z651 provides. Is there another IC that provides that same functionality?

The bq34z653 is the only other device that has the heater control option, but its SMBus address is fixed as well. You may be able to use an SMBus multiplexer to add more than one of the bq34z651 devices to the bus.
