Yes, you are correct with the Rext value based off the formula in the datasheet.
For the cascaded devices, you will connect the SDO of the first device into the SDI of the second device (follow this same pattern for each LED driver). The CLK of all devices should be tied together, and trace capacitance should be minimalized to make sure the different CLK signals are aligned.
The Latch and OE pins will depend on the application. For example, if you will have 30 LEDs and each iteration you will transmit 30 bits of data, you can tie the Latch pins together and the OE pins together for a total of 2 pins needed. This would be the easiest method to implement and will not require more microcontroller pins if you add another LED driver.
