I want to design smps with input 8-30 V and output must be 12V 1.5 A 18W. Please suggest me the IC and please suggest me the reference design.

This reference design is close to your requirement, www.ti.com/.../PMP4626

Or you could use a flyback power stage controlled by the UCC3800 controller however there is no reference design that is close to your requirement.
