need help troubleshooting bq24250 implementation - Vbatreg clipping to 4.0V

I am using bq24250 and am experiencing a problem with Vbatreg clipping to 4.0V. This happens both in stand-alone and  i2c mode

The value of Vbatreg in stand alone mode is always 4.0V (not 4.2 as expected). When I change Vbatreg over i2c to value below 4.0V and I get the behavior I expect from the circuit (ie, I set it to 3.5V and it properly regulates to 3.5V)

However, I cannot change it to anything over 4.0V. For example, when I set Vbatreg to 4.46V, the system will still regulate to 4.0V. When I let the i2c timeout, and it switches back to stand-alone mode, it will always regulate to 4.0V

I have mimicked the eval kit for this (BQ24250EVM-150) and all aspects of my implementation are working correctly, except for Vbatreg setting.

Vin = 5V

Vbat = 3.0 to 4.2V (Ultralife UBP001)

Ichg = 500 or 800mA (depending on charger type)
