USB Interface Adapter EVM issue

I am trying to use the USB Interface Adapter EVM (www.ti.com/.../sllu093.pdf). As suggested in the User Guide, I connected it to the PC but the green light does not turn on.
I tried different combinations of USB cables and USB ports and I restarted the PC too. But it still does not work.
I am running a Windows 7 Professional on a Dell Latitude E5570 PC.

Any advice on how to make it work?

    This may sound counter-intuitive, but this forum is for Product #'s that work with USB Power and USB Signals (USB2.0, USB3.1/2, USB Type-C & Power Delivery), and not USB-to-xxx Protocol Converters.

    I searched the "USB Interface Adapter" and found it is called "USB-to-GPIO" www.ti.com/.../usb-to-gpio, but it is under the Power Management grouping of parts (probably because it is commonly used to interface to power products over I2C, SMBus, SPI, etc.

    I have Moved this post to a Power forum and hopefully it ends up in the right hands.
