why the TL494's output is changeable until it's steady.

its input is 10V to  30 V,and its output should be 18V.But now,its out put is changeable from above until 10V.I try to adjust the load  terminal ,the value of resistor.Sometimes it changes quickly and sometimes  slowly.Now I doubt the C(out)   is too large or the frequency(decided by the Rt and Ct from TL494) is too little.Who can tell me the   value of  C(out) and the frequency  have any specific effcts on the circuit.

    I am sorry if I don't understand correctly, but can you please clarify your question?

    Are you saying the input voltage is 10V and the output is supposed to be 18V? What are you trying to acheive with the circuit? What is your input voltage and expected output voltage? What is the output load?

    Please provide scope shots and additional details if available.
