The "Reliability Analysis Center - Failure Mode/Mechanism Distributions -1991" (aka RAC FMD91), a 25-year old report that covers a wide variety of electrical, mechanical, electromechanical and microwave parts and assemblies of that era (i.e. late 1980's)

It is certainly not obvious to me, but I suspect the this particular 'Regulator' table entry (2.8 Normalized Failure Mode Distributions for FMECA) might be in reference to 'Valve, Regulator (i.e. Hydraulic/Pneumatic)

As Donald mentioned, it does not seem to be obvious, but this section in particular seems to be referring to something other than an IC regulator because IC regulator is called out in another section.

Do you have any particular concerns about the TPS7A6350-Q1 device?

Stuck closed, Stuck open & Leaking should refer to the failure mode, there should be explanation in that document. Do you find any problem od TPS7A6350-Q1?
