Can we use nDim pin of TPS92690 as  Flash operation?
I would like to light the LED on 10ms.

    That all depends on the light profile you need and other factors. A boost needs an output capacitor so it can take some time to charge at startup. If that is fast enough (depends on Vin, Vout, Cout, circuit values, etc...) then that would be fine. If the frequency is fast enough the output cap will not discharge fully and it will start even faster. But yes, it can be used as a flash driver. Whether it meets your requirements or not I can't say for sure. There is an EVM available if you would like to test it out.
