Is it possible to use 536a with bottom cell connections shorted to GND in order to reduce number of cells to 5,4,3? Are there any implications other than mis-handled UV faults?

Yes, you can reduce the number of the cells by shorting VC6, VC5, and etc.....
For example, if you need 5cells then you will short VC5 to VC6. You short top not the bottom.
Please go to figure 4 in the bq76PL536A-Q1.
But, just remember that we need to have MIN operating voltage of 7.2V.
Yes, you also have to set the number of channels so you don't get the UV fault.
It is also describe in the datasheet. Check out the ADC_Control Register.
