I think you are going to have to pick your USB type C source controller first. You can view some products here:
www.ti.com/.../usb-type-c-and-power-delivery-products.page
Then you can select appropriate dc/dc converters to supply the power rails. You could consider TPS54340 to buck 36 V down to 20 V, 12 V and 5 V at 3 A each.
