I have the below UCC28700 circuit. When AC power is first applied the 18 volt output goes of and on about twice a second. Sometimes this will continue forever and sometimes it will turn on and off only a few times and then power up to 18 volts. If it gets powered up it then works fine until I remove AC power and power up again.
Just looking at what would be the most common thing to check for this issue.
