TPS54620 startup. Doesn't work if input DC 12V rises quickly

Hi I am using TPS54620 DC-DC for my Kintex7 FPGA board. It generates 1V, 1.8V, 3.3V using an input of 12V.  I am facing a peculiar problem as below

1. If I power-on the board using an external Wall adapter everything is working fine. No issues at all

2. If I use a power switch [located on the board. It connects-disconnects the 12V input to the board], I am not getting the output. The level rises to about 600mV but never reaches 1V or no power_good signal.

The difference I can see between the two is -- in  case #1, input 12V rises slow, takes about 100 msec while in the case#2, it rises very quick, less than 10msec. I couldn't see any other differences and need help to solve this.

 I have used TI tool for the values of capacitor and resistors for the design. I have tried different values too around the SS/TR, Compensation section just to try. In all these cases case#1 always works and case#2 fails.
