I do not support TPS65283-1 directly, but I can make a general comment. TPS65283-1 uses current mode control with external compensation. External compensation allows for a wide range of output capacitor types and values. The datasheet just provides general guidelines for minimum output capacitance based on transient load step requirements and out put ripple and ESR maximum requirements based on ripple voltage. The maximum capacitor value is generally limited by slow start time and output current limit. Remember that a linear start up ramp voltage requires a constant current I = Cout * Vout / Tss. That current should be less than the current limit for the device. Larger output capacitance may require longer SS time.
