TPS25944 OVP EN resistor set question

TPS25944 we set the OVP 13.2V,   EN 10.8V. and the reisistor R1 10K,R2 2.3K R3 122K.

But we test the real OVP at 12.5V, what's the rool and case cause the value gap so high, thanks
