I want to control enable with the following circuit.

How much resistance and capacitor should I use?

    the total resistance is recommended to be in the range of 120k to 1.2M, which consumes a current of about 100uA or 10uA.

    Basically it can be lower, but would just consume more current. Example: 60k/180k with 50uA

    The capacitor might not make any sense in this configuration. What is the purpose of it?

    Could you please explain what do you want to achieve with this circuit in more detail?
    There are devices which implements a precise enable pin like the TPS62135.
